This Request for Proposal (“RFP”) is an invitation to qualified proponents to submit Proposals for innovative developments that seek to address the current housing crisis, through the development of an affordable home ownership project at 31 Earle Street, Tillsonburg. Overall, the proposed development may be comprised of a mix of market and affordable ownership units, including consideration of the following:

• Construction of a multi-residential building with a minimum of 22 units, to a maximum of 47 residential units (or a proposal that appropriately reflects medium density), with a minimum of 50% at affordable ownership rates. A lower percentage of affordable units may be considered depending on the financial proforma that is completed.

• A legal process that appropriately ensures the affordable home ownership units remain affordable for the entire term of 20 years.

Proposals that provide a greater number of affordable ownership units (including some offered as affordable home ownership) will be given higher priority

The subject lands are located on the east side of Cedar Street, south of Earle Street, and comprise approximately 1.2 ha (3 ac). The lands are currently municipally known as 31 Earle Street, Tillsonburg. The site is occupied by an existing significant woodlot that is required to remain in place. Any new development shall be located on the vacant portion of the parcel, in proximity to the woodlot (with appropriate setbacks).

Capital funding, as well as a reduced value for the land, is available in support a successful project, as provided in Section 1.9. The affordable units will also be fully exempt from development charges.
