The County of Oxford, as Service Manager for Housing and Homelessness Programs, is soliciting innovative proposals from multi-disciplinary consulting teams to assist with the creation of a Master Housing Strategy for the entire County. The findings of this work are expected to provide the County with a long-term strategic investment plan, including the intensification and/or redevelopment of County, non-profit and privately owned affordable housing properties, as well as a comprehensive review of all available surplus and under-utilized lands owned by the County. In particular, the purpose of this strategy is to better understand the current gaps with respect to affordable housing, and to generate a formal inventory of properties to support future requests for proposals (RFPs), thereby maximizing the number of new affordable units and required funding. This would also provide staff with a better understanding of the stakeholders that are potentially willing to engage in new affordable housing development, with an aim to identifying a list of priority projects that will be ‘shovel-ready’ for a future project. The County is expecting the proposals to be submitted by multi-disciplinary teams with expertise in planning, strategic thinking, service integration and community (social) housing.
