The purpose of this Request for Proposal (RFP) is to solicit non-profit housing providers (including non-profit cooperatives), who are proposing to create new transitional, supportive or affordable housing units. The total amount of government funding available is $1,764,100, with a maximum of $100,000 per unit. 

Based on the proposed funding per unit, more than one proposal may be selected. Preference will be given to proponents that are already in the process of a development project, and have an existing development plan in place. 

Units must be modest in size and amenities relative to other housing in the community and must be self-contained to receive funding. Rents must be affordable, not exceeding 80% of the CMHC Average Market Rent (AMR) at the time of occupancy as per the Municipal Housing Facilities Agreement, or subsided for a minimum of 25 years. 

Proponents must be able to sign a Municipal Housing Facilities Agreement, which will stipulate the terms of the funding and required securities, on or before December 1, 2021 and commence construction within 90 days after signing the Agreement.   

All proposals are subject to the approval of County Council and the Province of Ontario. Please note that the funding amount is also subject to the approval of the Province’s. Should any changes in funding take place, the County will issue an addendum to all plan takers.
